Job Description:

Effectively lead and manage the Governance, Strategy and Risk department in the provision of strategic and operational business support of Governance, Compliance, Legal Services, Business Continuity, Risk, Insurance, Strategic and Corporate Business Planning, Business Improvement and Records Management.

Job Responsibilities:

  • Manage Council’s decision making processes and ensure that the Agenda and Minutes for all Council Meetings, Forums and Committees are prepared in accordance with Council’s expectations and comply with legislative requirements.
  • Ensure the effective and timely implementation of all Council resolutions and in particular, those matters directed to the Governance Department.
  • Prepare reports for Council, forums, and meetings and in consultation with the Chief Executive Officer and Director Corporate and Governance, respond to Councillor requests for information and advice.
  • Facilitate the City’s strategic and corporate planning process including regular monitoring and reporting, to ensure organisational goals and objectives are achieved and the City meets its legislative obligations and in particular, the Integrated Planning requirements of the Department of Local Government and Communities.
  • Provide guidance and oversee the management of the City’s Business Improvement programs encompassing Quality Assurance Certification and Australian Business Excellence Framework Principles to improve organisational effectiveness through the streamlining of business processes, quality systems and customer service.
  • Provide guidance and oversee the management of the records management system in order to provide an efficient service that will effectively contribute towards the achievement of organisational targets and legislative requirements.
  • Provide strategic leadership and direction of the Governance, Strategy and Risk Department through the provision of professional and effective management of the staff, services and resources, to achieve a high level of service delivery.
  • Prepare, co-ordinate and monitor the departmental annual budget to ensure organisational targets are achieved.
  •  Authorise requisitions and accounts for payment in line with Council Budget within the scope of the “Authorised Requisitioners List”.
  • Prepare Departmental Business Plans including key performance indicators to ensure they are aligned with the City’s Strategic Community Plan and provide reports to the Director Corporate and Governance on progress against targets as required.
  • In consultation with the CEO ensure the effective management of the Belmont Trust including obtaining appropriate advice at the request of the Trustees to manage and resolve legal matters impacting on the development of a Strategic Plan for the Belmont Trust Land.

Job Requirements:

  • Possession of, or progress towards, a relevant tertiary qualification in law, legal studies or business or other related discipline or significant relevant experience in a similar senior level role.
  • Extensive relevant experience working at a senior level with proven knowledge, interpretation and implementation of relevant legislation, procedures, policies and statutory requirements including the Local Government Act (or equivalent).
  • Demonstrated experience in corporate governance in a Local Government environment or similar organisation with exposure to legal practices and procedures.
  • Proven ability to effectively lead, manage and motivate a work team and work cooperatively and effectively with others to set goals, resolve problems and make decisions that achieve results and enhance organisational effectiveness.
  • Highly developed organisational and administrative skills, with proven ability to effectively prioritise multiple projects and coordinate conflicting priorities to meet strict deadlines and organisational objectives whilst achieving a high level of accuracy.
  • Excellent interpersonal, conflict resolution, negotiation, facilitation and public speaking skills with the ability to communicate with a wide range of people and groups and to positively influence others to achieve results that are in the best interests of the organisation and ensure delivery of a high level of customer service.
