Job Description:

To strategically plan for the City’s Emergency Management requirements.
To ensure the City meets all its legislative requirements through the coordination of the City’s
Emergency Management Plans.
To ensure the City’s risks are mitigated in relation to Emergency Risk Management (ERM) and
Bushfire Risk Management Planning (BRMP).

Job Responsibilities:

  • To develop and implement strategic plans for emergency management risks, including but not limited to bushfire risk.
  • Ensure that the City’s Strategic Risk Register is kept current in regard to emergency management and bushfire risk.
  • Co-ordinate the Local Emergency Management Committee in the role of Executive Officer.
  • Ensure the City’s Local Emergency Services Arrangements are current and provides for all types of emergencies including but not limited to the following: Local Recovery Plan, Welfare Plan (DoC), Emergency Evacuation and Animal Welfare Plan, etc…
  • Co-ordinate the review and implementation of Bushfire Risk Management Plan (BRMP) for the City through the use of the Bushfire Risk Management System (BRMS) software.
  • Provide leadership and professional advice to local government, state agencies, industry and major landholders in the BRMP processes and policies and the use of BRMS.
  • Develop, monitor and review internal processes and practices relevant to the implementation of the Local Emergency Management Arrangements.
  • Assist the Manager Ranger and Emergency Services in developing and implementing a continual improvement plan for emergency management (internal audit etc…).
  • Represent the City at relevant emergency management meetings and forums including District Emergency Management Committee

Job Requirements:

  • High level written, verbal and report writing skills.
  • Highly developed liaison, conflict resolution, negotiation skills.
  • Highly developed conceptual, analytical and problem solving skills including understanding and experience in application of risk management principles.
  • Developed time management skills, with the ability to work under pressure, and be well organised.
  • Sound interpersonal and customer service skills, with the ability to work both autonomously and in a team environment.

Qualification & Experience:

  • Demonstrated experience and knowledge of emergency management and bushfire risk management, including understanding of the role of landholders and agencies in the management of bushfire risk;
  • Demonstrated experience in the application of risk management standards as it applies to community risk, particularly in relation to community vulnerability planning.
  • Experience in project management of significant complexity within a political environment with varying stakeholders.
  • Minimum of 5 years’ experience in a related position preferably in local government.
  • Demonstrated experience in developing, monitoring and reviewing of Emergency Management  plans in a local government context (Local Emergency Management Arrangements, Bushfire Risk Management Plan, etc…).
  • Possession of National Police Clearance less than three (3) months old.
  • Possession of a current C class drivers licence
