Job Description:

Reporting to the Mayor’s Chief of Staff with frequent and on-going communication with the Mayor, the innovative Homelessness Strategies and Solutions Director will be responsible for successfully leading, strengthening, and managing the department and for implementing increased strategic roles for the City within the community’s homelessness response system. Serving as the primary public speaker on homelessness issues for the City, the Director will regularly brief the Mayor on key data-driven decisions, strategies, opportunities, and activities to ensure the City is having the greatest impact possible through its resources, efforts, and partnerships. The position will lead the design and initiation of new partnerships and collaborative strategies through expanded and strengthened relationships with key partners. The successful candidate will implement an internal Interdepartmental Working Group on Homelessness, to ensure active involvement and alignment with the Mayor’s prioritization of addressing homelessness across the Executive Team and all relevant City departments.

Job Responsibilities:

  • Reports to the Mayor’s Chief of Staff and has regular and direct communication with the Mayor.
  • Leads engagement with key partners (San Diego Housing Commission, Regional Task Force for the Homeless, County of San Diego, and others) for collaborative planning activities and for implementation, refinement, and strengthening of the Community Action Plan on Homelessness.
  • Supervises staff members in the Department.
  • Leads and strengthens the design and initiation of new partnerships and collaborative strategies.
  • Regularly briefs Mayor on strategies, opportunities, and key data regarding activities and ensures City is making strategic use of data to assess impact of efforts and to drive decision-making.
  • Leads all strategies, activities and elements of the Homelessness Strategies Department, in alignment with best practices.
  • Serves as the primary public speaker on homelessness issues for the City, in addition to the Mayor, and is empowered to represent and speak on behalf of the Mayor.

Job Requirements:

  • People leadership experience who has a noted style for being a champion of staff and others, inspires trust and leads others toward the achievement of goals;
  • Experience working well with and leading elected officials, advisory boards, and officials from all levels of government, the public, and the media.
  • Demonstrated success in launching and stewarding a new complex and highly visible agency or endeavor;
  • Demonstrated fiscal oversight of multiple/complex funding streams and understanding of the financial integrity and complex fiscal issues of interagency collaboration in support of meeting the needs of people experiencing homelessness.
  • Demonstrated adaptive organizational and people management experience working within a complex governance structure;

Qualification & Experience:

  • A Bachelor’s degree or master’s degree (preferred) in Business/Public Administration, correlated field or equivalent experience in organizational operations and oversight in homelessness services, housing, or other related human, social services fields.
  • Experience in creating systems that mobilize housing and services solutions for people experiencing homelessness.
