Job Description:

This position has the responsibility to ensure infrastructure and natural assets within the City of Swan are maintained effectively and efficiently and to a high standard, within approved budgets. This includes land, buildings, parks and landscaping, natural bushland, foreshore reserves, roads, paths, bridges, jetties, private streetlights, signs, bus shelters, drainage and car parks. These assets have a current replacement value of $3 Billion. The position is also responsible for work undertaken by the City’s civil construction crews to ensure that work is completed on time, on budget and to the required standard. This position exercises a high degree of autonomy in the development and control of planned and reactive maintenance and the implementation of civil construction work.

Job Responsibilities:

  • Leadership is acknowledged as a key component of a positive safety culture. Although the role of managers and leaders is to drive safety, everyone in the organisation has a responsibility for safety.
  • Specific Responsibilities are assigned to each role within the organisation in the City’s Occupational Safety and Health Management System (OSHMS) under the heading ‘Responsibility and Accountability’.
  • CEO, Executive Managers, Business Unit Managers, Coordinators and Supervisors, HR Manager OSH Coordinator and OSH Advisors, Elected Safety and Health Representatives, Safety and Health Committee and Workers (including contractors and volunteers).
  • More than one of these may be applicable to you at any time. For example, the Responsibilities of workers apply to all in addition to any higher level position. A worker may also be an Elected Safety and Health Representative etc.
  • Develop and implement strategic and operational plans that align with the City of Swan Strategic Community Plan and the City’s Corporate Business Plan.
  • Ensure the strategic and corporate objectives of the organisation are achieved for the Business Unit.
  • Ensure Policies & Procedures are developed and followed by all staff

Job Requirements:

  • Knowledge of Local Government Infrastructure
  • Effective/proven leadership skills
  • Experience in HR and IR Management
  • Preparation of Executive and Council Reports on operational and strategic matters.
  • High level of financial literacy. Ability to collect, collate and analyse financial information and statistical data to make and communicate decisions.
  • Understand and implement effective quality, risk and continuity management principles.
  • Liaise with customers internal and external ensuring best value for the City
  • Monitoring of all programs ensuring compliance
  • Monitor staff customer service performance
  • Ability to interpret plans and specifications
  • Ability to identify problems and deliver solutions
  • Ability to deal with staffing matters appropriately
  • Ability to select appropriate training requirements
  • Tendering and contract managements skills

Qualification & Experience:

  • Bachelor Degree in Civil Engineering or other relevant area.
  • Post-graduate qualifications in Management
  • Knowledge of Local Government infrastructure
  • Demonstrated experience in management of a multidisciplinary team to successfully deliver outcomes
  • High level of communication skills to deal with internal and external customers and a willingness to make a difference to improve the quality of life for our community
