Job Description:

The post holder will report to the Head of Cost Strategy; there will also be some task management by the Head of Market and Rates. They will play a leading role in implementing a more data-focused approach to understanding market conditions and how these affect the Department’s project delivery.

Job Responsibilities:

  • Support the programme management and PMO teams in the delivery of the broader departmental objectives.
  • Help to develop a price elasticity model to assess the impact of market conditions on price;
  • Review and implement changes to the departments benchmarking typologies to provide more accurate insights into costs;
  • Assist in developing a new inflation model to smooth out the peaks and troughs inherent with other such models. This task will include updates every quarter;
  • Work with colleagues in Infrastructure & Projects Authority in collating and performing analysis of the Department’s performance against the construction metrics; and
  • Analyse cost movement data regularly to identify risks and opportunities for delivering improvements in value for money;
  • Engaging with the ONS, Barbour ABI, BCIS, BEIS and suppliers to collect data and analyse for the quarterly market report;

Job Requirements:

  • Experience of solving complex problems and formulating questions that can be tackled through analysis of available data and modelling.
  • Communicating key messages to senior officials and able to explain difficult concepts to non-analytical colleagues both written and orally with confidence
  • Experience of engaging and collaborating with internal teams and key stakeholders to deliver reports which are fit for purpose and quality assured
  • Presenting results of analysis to senior officials, external stakeholders and/or analytical audiences, with the context clearly explained and the impact of the analysis effectively communicated.
  • Ability to gather stakeholder requirements, analyse information and use data effectively to meet their needs and inform decision making;
  • Strong inter-personal skills to build and maintain professional working relationships;
