Job Description:

As a Fuel Compliance Officer you will be responsible for enforcing and promoting compliance with fuel tax laws to ensure compliance within an assigned territory by using various methods, investigating techniques and procedures including collecting fuel samples for dye and/or fingerprint analysis, making referrals regarding potential non-compliance, inspecting fuel facilities/users/dye injector systems and reviewing related books and records. You will propose penalties when warranted, as well as providing guidance and information to taxpayers to encourage voluntary compliance with fuel tax laws and to some extent educating industry leaders and/or industry

Job Responsibilities:

  • Determine proper Inspection Sites for fuel screening and sampling; prepares fuel samples for shipment to an IRS laboratory for testing.
  • Pre-plan inspections; manages a workload in conjunction with Program guidance and managerial direction; pursues leads; follows fuel upstream/downstream in the fuel distribution system; and makes referrals to other operating units.
  • Collect representative samples of fuel, bio-products or fuel components, including fuel from terminals, fuel storage facilities (wholesalers), retail fuel facilities, vehicle fuel supply tanks, fuel transport compartments, and end-users and other locations.
  • Propose/Recommend appropriate/certain penalties for misuse of fuel.
  • Conduct inspections of Mechanical Dye Injector Systems; inspects vessel registration and block pumps.
  • Make calculations in determining penalties; where appropriate requests payment of penalties, guides taxpayers on pursuing installment agreements; and processes any payments received.

Job Requirements:

  • Must be a U.S. Citizen or National.

Qualification & Experience:

  • You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Knowledge of investigative techniques to conduct interviews, recognizing and exploring and pursuing leads, detecting discrepancies in information and distinguishing between relevant and irrelevant data.
