Job Description:
The Digital Enabling Services Branch is responsible for enabling DSD to provide and maintain ICT Services to meet the Department’s business needs now and in the future by providing advice and management of ICT contracts and procurement, strategic sourcing, finance human resources, information, web and ERP Systems.
Job Responsibilities:
- Eveloping and maintaining close working relationships with internal and external stakeholders and liaising, communicating Dnd negotiating with stakeholders to ensure delivery of high-quality customer service
- Undertaking research and analysis and contributing to the preparation of discussion papers, SWOT analyses, risk assessment plans, contract management plans and reports on relevant procurement and contract management activities
- Monitoring contract performance and compliance in accordance with the contract terms and conditions, contract management plan, risk management and government and Departmental policies and procedures
- Assist in managing major ICT contracts
- Assist in managing contracts for goods and services to ensure the delivery of outcomes are in line with contract objectives, government, and stakeholder requirements
- Undertaking end to end procurement activities
- Providing timely and accurate advice and support on procurement and contracting, from the simple to complex
- Representing and negotiating on behalf of the Department at commercial meetings and briefings
- Under limited supervision managing and monitoring own workflows and provide leadership within the team.
Job Requirements:
- Well-developed communication and interpersonal skills including demonstrated ability to build and sustain positive relationships with stakeholders.
- Working knowledge of financial systems and processes.
- Strong analytical and problem-solving skills.
- A strong working knowledge of the Public Governance, Performance and Accountability (PGPA) Act, and broader Commonwealth Procurement Rules and policies is also required.
- Strong commitment to be an effective team member and deliver quality customer service.
- Excellent verbal and written communication skills with the ability to provide timely, accurate and considered advice framed to suit a range of audiences and stakeholders.
Qualification & Experience:
- Experience to ensure that ICT procurements comply with the Commonwealth Procurement Framework and Commonwealth ICT sourcing practices and achieve value for money outcomes (or similar experience).
- Demonstrated experience in an ICT contract management (or equivalent) role in a procurement environment and an excellent working knowledge of contract management processes and techniques.
- Experience in procuring ICT goods or services in large business organisation would be well regarded.
- Experience in procurement or commercial functions in a large organisation.
