Job Responsibilities:

  • Implement and operationalize the City’s Strategic Workforce Planning Framework and processes that ensures the City has the workforce and capability to deliver its strategic objectives and services, as a subset of the City’s People & Culture Strategy.
  • Develop and implement an Action Plan to execute the agreed Strategic Workforce Planning Framework.
  • Ensure the Strategic Workforce Plan(s) incorporate future requirements, scenario planning, workforce capability and headcount gap analyses, succession planning, workforce development and talent acquisition needs.
  • In partnership with the People Business Partners, develop action plans to implement the SWP(s), including measures for assessing strategic progress (e.g. recruiting, training/re-training, restructuring, contracting out, succession planning, technological enhancements etc.) aligned with the City’s new target operating model.
  • Ensure the City’s SWP practices comply with current laws and regulations (including the Fair Work Act 2009, Equal Opportunity Act 2010, Local Government Act 2020)
  • Prepare accurate and easily interpretable reports on SWP as required by the ELT, Senior Managers, P&C Business Partners and other parts of the SP&P Division.
  • Provide expert advice into the development of a fit-for-purpose and future focused Organisation Capability Framework to enable the City to deliver on it’s strategic roadmap

Job Requirements:

  • Considerable commercial/business experience and experience developing and implementing innovative and sound Strategic Workforce Plans in a transformational environment
  • Demonstrated knowledge and proven internal and/or external consulting experience in Strategic Workforce Planning and preferably with some knowledge of Remuneration, Job sizing, Organisation Architecture and/or Organisation Design.
  • Highly developed conceptual and analytical skills, with proven ability to monitor and analyse trends and make recommendations.
  • Ability to build effective relationships, influence and communicate with a diverse range of stakeholders to achieve support and deliver desired outcomes.
  • Proven ability to manage change and navigate complexity
