Job Description
Serco Middle East have been in the Region since 1947, starting out delivering Air Traffic Control Services in Bahrain; a service we are proudly still running today and have expanded to include many other Airports in the region.We have expanded significantly since that time across the UAE, Saudi Arabia, Qatar and Iraq. We have been supporting the RTA to operate the Dubai Metro since 2009 and have launched the flagship Saudi Arabia Passenger Rail service from Riyadh to Qassim in 2017. We deliver Facility Management services to Hospitals, Universities, Airports, Military Facilities and Commercial Estates in the UAE and large-scale medical facilities in Saudi Arabia. We also deliver staff training and education to selected officers of the Qatar Armed Forces at the Officers’ training institute located at the Ahmed Bin Mohammed Military College in Doha.

Job Responsibilities
- To Oversee the Stakeholder Management Plan, relating to Estates Department, ensuring that key stakeholders engagement levels are monitored and any negative feedback is escalated to the Operations Manager
- Continue to improve systems of communication, maintain business integrity and improve knowledge of customer expectations and identify and address concerns of stakeholders
- To manage and participate in the Annual Customer Satisfaction Survey and create, implement and monitor action plans, for the Estates Department, identified as a result of the survey results.
- Develops the strategy for the service delivery of the estates elements of the business
- Leads the management of reporting on contract performance for the Estates Department within the contract and to the Client.
- To manage the Estates Department under his/her control ensuring that appropriate discipline, guidance, support and moral welfare, are provided to all members of staff.
- The management and coordination of all MEP frontline Estates Management Services and deliverables across the contract.
- Line Management responsibility for all MEP and Civil Staff including Supervisors, Team Leaders, Technicians and assistants.
- Deputised line manager responsibility for all other Estates Management staff including project team, document controller and operations engineers.
- To support with QHSE policies, procedures and systems that support a safe and professional work ethic and that it remains relevant and up-to-date ensuring that they are cognoscente of the Serco Management System and contract IMS, UAE legislation, regulatory compliance and industry best practice.
- Provide direction and support to all direct reports staff for the resolution of issues, compliance and all department associated problems by way of mentoring and coaching techniques.
- Estates Management Services include but are not limited to, planned, preventative and reactive maintenance activities for building fabric, MEP, specialist services systems and FF&E. Projects and variation works including fit outs, refurbishments and change of use requirements. Management and use of the Archibus FM, Computerised Maintenance Management System (CMMS), Life Cycle management, Space Planning, Moves and Changes and Minor Churn services, Document Control and CAD services including management of As Built Drawings, O&M Manuals and Technical Library.
- To assist with the preparation of Budgets, financial monitoring and cost controls.
- Support the Implementation and management of continual improvement initiatives, projects and programmes across all areas of the department including service delivery, staff engagement, cost reductions and innovation.
- Perform and carry out other duties as instructed by the line manager or a member of the senior leadership team.
- To lead by example and ensure to protect the environment by conservation of electricity, water and other natural resources, and minimising generation of waste.
- Conduct regular leadership HSE tours and inspections
- To protect information assets including both electronic and paper based from all threats whether internal, external, accidental or deliberate.
- To support the development and implementation of the Serco Management System (SMS) and provide the leadership to ensure that contents of Health, Safety Quality & Environment and Information Security Policy Statement are known and understood by the contract staff
- To comply with the organization’s QHSE policies and procedures at all times.
- To work safely at all times and to report all hazards and incidents recording all in Assure
- To actively participate in all QHSE training, programs, audits and inspections, as necessary
- To exercise a personal duty of care for your own health, safety and welfare and to that of all others.

- Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment
- Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process

- Conduct regular reviews of Information Security Performance and promote ways to improve security integrity

Job Requirements
- Demonstrate good people management and interpersonal capability.
- Proven analytical capability and problem solving skills
- Excellent communicator and motivator at multi levels
- Practical experience of the built environment with a mechanical or electrical engineering qualification.
- Proven experience of Integrated Facilities Management environment including operational delivery on multiple building facilities.
- Holder of a degree in a relevant engineering discipline (eg electrical or mechanical)
- Preferably with qualifications in Facilities Management related disciplines.
- Proficient in Microsoft packages including word, excel and PowerPoint. Adaptable to use company systems as required to the operations.
- 7 years’ minimum experience in working as an engineer in a building services engineering department within a facilities management organization.
- 5 years minimum experience of managing multi-skilled maintenance team.
- Technically competent with a clear knowledge and experience of building services system, life safety and buildings controls systems.
