Job Description:

This position is located in the Office of Public and Indian Housing (PIH), Office of Field Operations (OFO) or out stationed in the field but directly responding to the Deputy Assistant Secretary (DAS), OFO, who reports directly to the General Deputy Assistant Secretary for Public and Indian Housing (PIH). PIH’s mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD’s Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.

Job Responsibilities:

  • Carry out special assignments on matters of special concern to the DAS of Field Operations or the Assistant Secretary for PIH, involving a wide variety of matters incidental to the operation of the organization.
  • Develop facts, make recommendations and reports results. On major policy or operating management issues, the Program Analyst secures key information and suggests procedural or substantive means for resolving the issues related to troubled agencies.
  • Undertake tasks as directed, which may require quick turnaround on behalf of the DAS, OFO or the Assistant Secretary for PIH. Includes verbal and written briefings and information gathering.
  • Coordinate all such actions with offices having basic program responsibility.
  • Provide direct oversight and guidance to severely troubled public housing agencies in areas such as financial management, public housing development, legal matters, public housing management information systems, and Section 8 programs.
  • Develop and analyze reports which are of such significance as to reach the Office of the Assistant Secretary or Office of Field Operations.
  • Prepares written reports for the attention or the signature of the Assistant Secretary or the DAS of OFO.

Job Requirements:

  • A one year probationary period may be required.
  • Public Trust – Background Investigation will be required.
  • Must be U.S. Citizen or U.S. National.
  • Must successfully complete a background investigation.
  • Obtain and use a Government-issued charge card for business-related travel.

Qualification & Experience:

  • For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
