Job Description:

Reporting to the Plant Safety Policy & Governance Manager, the Plant Safety Policy & Governance Professional is responsible for supporting research which underpins and amends safety policies on which the safe management of that network is built. The role holder will be responsible for creation and management of a HSEM, securing business support to do that. Keeping our people and the public safe is an absolute priority for Openreach, therefore excellent competence in the role is essential.

Job Responsibilities:

  • Responsible for leading the research which underpins/ amends the safety policies on which the safe management of that network is built and also lead the implementation of identified changes, securing business support to do that.
  • Responsible for understanding changes to policies and embedding those into documented policies.
  • Responsible for maintaining and developing Openreach Plant Safety Policy, governance and associated reporting.
  • Accountable for investigating potential current and future opportunities for the better management of policy risks and asset management. For example the creation of a full HSEM and asset management database.
  • Responsible for supporting the manager to implement and project manage identified changes, including leading changes of low-medium complexity, securing business support to do that.
  • Supports the production of business cases and implementation of changes to policies. Recent example – emerging risk to people working on street furniture due to more power in the network. Identified solution was to introduce a non-contract voltage probe, business case for £500k produced and new tool and training rolled out across Openreach to 22k engineers and managers.
  • Responsible for raising gaps in governance to policies for further investigation by the Plant Safety and governance manager.
  • Responsible for providing technical knowledge and support to manager on the research which underpins/ amends the plant safety policies on which the safe management of that network is built.
  • Accountable for supporting identification of current policy gaps where mitigation/controls are insufficient. Ensuring these are investigated and rectified with full policy documentation.

Job Requirements:

  • Excellent ability to develop strong relationships with multiple stakeholders
  • Able to create and own full policy tracking, clearly detailing rationale for any change to policies and supporting evidence.
  • Ability to apply insightful analysis to identify trends in complex data combined with empirical research to identify potential future plant failures.
  • Able to create and manage Plant Safety MIS to ensure early sight of trends are visible for action.
  • Proven track record of effective understanding of all aspects of safe asset management and policy governance
  • Able to create clear policy documentation detailing Openreach asset management policies and rectifications with full justification and rationale
  • Analysis Experience of RCM (Reliability Centred Maintenance) techniques and analysing data, understanding its meaning, implementing change and driving change forward.
  • Minimum of NEBOSH certificate in Health & Safety (or willing to study).
