Job Description:

The Environmental Field Specialist (EFS) is responsible for preparing and communicating Line of Business (LOB) environmental compliance data. The EFS is also responsible for providing environmental technical project support for the Gas & Electric Distribution construction projects in the areas of hazardous materials and waste, air quality, stormwater pollution prevention, and construction dewatering.

Job Responsibilities:

  • Provide guidance, technical direction, coordination with internal clients, act as the liaison on environmental issues and work with external regulators.
  • Provide oversight and review of Project Environmental Review documents (PERs) and issue Environmental Release to Construction (ERTCs) for Project Managed (PM) jobs.
  • Act as the Environmental Lead and main point of contact for the LOB and coordinate with the various subject matter experts on their tasks and deadlines.
  • Finally, as noted in the IBEW Letter Agreement No.09-11 EFS duties which encompass environmental compliance consist of:
    • Focused Assessments
    • Emergency Response
    • Facility Management
    • Contingency Plans
    • Internal Audits and Environmental Reviews
    • Site Remediation Support
    • Compliance Communication
    • Project Review and Support
    • Training and Coaching of Employees and Contractors
    • Permit Support
    • Consultant Oversight
    • Information and Data Management

Job Requirements:

  • Qualified SWPPP Developer or Practitioner Certification or storm water experience
  • BS/BA degree in appropriate technical discipline (such as Environmental Sciences, Natural Resources, Chemistry, Engineering, Physics, Geology, Forestry, Hydrology etc.) or equivalent level of experience.
  • Strong technical writing skills
  • Master’s degree in appropriate technical or science discipline with direct application to current job
  • Air Quality permitting experience
  • Must possess a valid California driver’s license or ability to obtain by first day of employment
  • Experience working with federal, and state environmental laws and local ordinances
  • Possess extensive knowledge of environmental standards, laws, and regulations that pertain to job responsibilities, and has demonstrated skills on the development and application of technical
  • Demonstrated ability to solve organizational, resource and logistical problems.
  • Strong written and oral communication skills; strong team building and facilitation skills; strong organization skills; goal oriented, ability to manage concurrent responsibilities.
  • Demonstrated ability to work independently on routine job tasks or projects and on non-routine job tasks as a member of a team on large projects with some supervision and guidance.
  • Certified Hazardous Materials Manager (CHMM)
  • Must have 4 years of experience (or less if employee consistently demonstrates distinguished performance), with experience on small-moderate sized projects with minimal complexity
