Job Description:
The reporting location for this position is at Headquarters in Sacramento, CA. This position will work under general direction of the Examination Staff Services Manager I.
Job Responsibilities:
The Associate Personnel Analyst will be responsible for overseeing and administering examinations for various classifications used within the Department of Parks and Recreation. The incumbent duties include, but are not limited to:
Conduct Job Analysis studies to improve testing methodologies; perform link analysis of test items and questions to ensure conformance with critical class requirements. Conduct research and analyze historical examination files; determine appropriate examination scope, base, and time frames; develop examination plans and examination bulletin. Perform examination preparation duties. Schedule and facilitate Subject Matter Expert meetings to plan and develop appropriate selection mechanisms. Conduct research within CalHR guidelines and make recommendations accordingly. Prepare written correspondence or reports on projects related to Examinations; conduct Minimum Qualification (MQ) checks; review, analyze, and prepare written correspondence on examination appeals as necessary. Assist in the development of policies and procedures relating to examination processing. Serve as the Chairperson on Qualifications Appraisal Panels; proctor written and performance examinations. Respond to inquiries (oral and written) from candidates related to their eligibility for examinations. Provide consultation and technical assistance. Create certification lists of eligible candidates for hiring by inputting specific exam information into the California Department of Human Resources (CalHR) and State Personnel Board (SPB) Legacy and Examination Certification On-line Systems (ECOS).
Job Requirements:
- Knowledge of CalHR/SPB Job Analysis, Exam Administration, Legacy and ECOS databases
- Knowledge of applicable CalHR/SPB selection and validation laws
- Strong communication skills (written and orally)
- Strong research, analytical, and organizational skills
- Ability to work well under pressure and meet deadlines
- Ability to work effectively in a team environment
