Job Description:

The primary purpose of the Executive Manager is to manage and facilitate the smooth andeffective operation of the Office of the Chief Executive, whilst acting as the main conduit for communication between elected representatives and the City. The Executive Manager is responsible for managing the provision of effective administrative support to Councillors and for Council and Committee meetings, ensuring Council’s legislative requirements are met and accurate records of decisions are kept. The position supports the Chief Executive Officer with efficient and highly professional administration, communication, compliance and correspondence.

Job Responsibilities:

  • Manage critical corporate issues for the Chief Executive Officer and negotiate toresolve issues at a high level; deal with        confidential and politically sensitive issues and represent the Chief Executive Officer in relation to internal and external matters as required.
  • Establish and lead highly sensitive projects and initiatives and be actively involved in organisational change projects.
  • Ensure the Executive has support and information required to enable decision making and plans are in place to enable continued functioning in the event of an emergency.
  • Ensure information is provided to elected representatives in an effective and timely manner.
  • Ensure the provision of administrative support to Councillors and Council and Committee meetings.
  • Ensure Committee and Council procedures are carried out in accordance with the Local Government Act, City of Sydney Act, relevant Regulations and best practice.
  • Ensure the highest professional standard of advice and expertise are provided to internal and external customers in relation to Council and Committee processes.
  • Manage the review and development of policies including the Councillor Expenses Policy, Code of Meeting Practice and any other relevant policies and procedures.
  • Manage staffing and business processes in the Office of the CEO in consultation the Chief Executive Officer.

Job Requirements:

  • Demonstrated ability to reason conceptually, negotiate effectively and to solve complex
    problems and high priority issues.
  • Highly developed written and oral communication skills, combined with a proven ability to negotiate and interact on complex and sensitive issues.
  • Comprehensive understanding of organisational change and the environment in which Government operates, including current corporate policies and practices.
  • Ability to exercise discretion and maintain confidentiality of issues that arise.

Qualification & Experience:

  • Experience managing a small team providing high level support within an Executive environment.
  • Tertiary qualifications at degree level in a relevant discipline or demonstrated equivalent competencies gained through experience.
