Job Description:
The Concession Manager is the main point of contact under the contract between TfL and our operator, MTR Elizabeth line. But this isn’t just a contract management role: you will be responsible for the overall relationship with the operator. This means ensuring they delivery their obligations to TfL and the Crossrail project, and that they achieve the specified service quality standards so that the high levels of performance and customer satisfaction are sustained and improved upon.
If successful, you will work collaboratively across organisational boundaries to contribute towards the overall success of the Elizabeth line and to ensure that the operation fulfils TfL & Mayoral objectives.
Job Responsibilities:
- Ensure the delivery of obligations by the operator, and monitor compliance with the Concession Agreement, associated contracts and service level commitments. Responsible for developing and implementing a compliance framework to assure TfL of the operator’s ongoing compliance.
- Ensure that the contractual levers available to TfL are utilised pragmatically yet robustly to remedy poor performance at the earliest opportunity.
- Work with TfL colleagues and third parties to ensure that TfL meets its obligations under the Concession Agreement. Responsible for proactively engaging with internal stakeholders to communicate TfL’s obligations and promulgating wider understanding of the commercial relationship with the operator.
- Work collaboratively with other members of the Elizabeth line operations team to maintain a positive and constructive relationship with the operator.
- Lead on negotiating variations to the Concession Agreement where these are required to meet TfL’s objectives. Responsible for evaluating the commercial options available to TfL and determining which offer best value.
- Determine TfL’s position in respect to commercial issues arising under the Concession Agreement and resolve any such issues. Responsible for procuring specialist legal advice where required. Also responsible for managing the contractual Change mechanism, the Financial Model and the
- Record of Assumptions, and agreeing with the operator the financial impact of any Change.
- Responsible for ensuring the operator mobilises adequately for each stage of the Elizabeth line and for managing interface arrangements between the operator and the Crossrail project. Evaluate the impact of any changes to the project delivery plans.
- Lead the day to day management of the concession, interfacing with the concession operator and dealing with any issues that arise. Take single point accountability for the satisfactory conclusion of any matter escalated to them.
- Accountable for the concession operational subsidy budget of c.£280m pa. Responsible for ensuring payments to the operator are made in line with the provisions of the contract.
Job Requirements:
- Report writing skills
- Good knowledge of the rail industry and its structure
- Excellent communications skills, able to summarise and explain complex commercial issues
- Good knowledge of train operations, and rail industry commercial and performance management arrangements
- Well-developed negotiation skills
- Excellent commercial acumen
- Experience of working within a small, but specialised team
- Proven experience of being responsible for managing interfaces between commercial organisations
- Well-developed interpersonal skills
- Previous responsibility for managing a commercial relationship with a long-term partner
- Experience of working closely with, or for, an operational railway business
- Ability to proactively identify, prioritise, delegate and resolve issues
- Intimate knowledge of contract management and how to achieve co-operative and ‘win-win’ outcomes
